Description: This course will cover the constitutional basis for citizenship; the source and limits of Congress's power to regulate the entry, conditions of residence, and naturalization of non-citizens; the evolution and application of the Immigration and Naturalization Act's provisions regarding non-citizens; the special policies and procedures for dealing with refugees and asylees; and federal and state government power to differentiate between citizens and non-citizens in providing benefits.
